UN draft recommends upgraded status for Committee of Experts in Tax Matters

The UN has released a draft, designed to serve as the basis of discussion at the UN’s Third Annual Conference on Financing for Development, which recommends that the UN Committee of Experts on International Cooperation on Tax Matters be upgraded to an intergovernmental committee.

The Committee of Experts, currently a subsidiary body of the UN Economic and Social Council, is responsible for preparing key UN tax documents, such as the UN Model Double Taxation Convention between Developed and Developing Countries and the United Nations Practical Manual on Transfer Pricing for Developing Countries. It also works on tax issues associated with the extractives industry, exchange of information, and capacity building.

The revised draft, which will be debated on May 11–15, states that the committee should be upgraded to an intergovernmental committee so it can better “complement the work of other ongoing initiatives and further enhance the voice and participation of developing countries in norm setting for international tax cooperation.”

The goal is to conclude negotiations on the draft by June.
