EU VAT Expert Group lauds extension of cross-border VAT ruling pilot, says rulings should be published

The EU VAT Expert Group has released an opinion dated March 31 that welcomes the extension of an EU pilot program on cross border VAT rulings and suggesting that the rulings be made public.

Under the program, which was set to expire in 2014, relevant tax authorities consult to jointly respond to taxpayer ruling requests on cross-border VAT issues. The program, piloted by 15 EU nations, has been extended until 2018.

The VAT Expert Group said it supported the further development of the pilot and recommended public release of the rulings on an anonymous basis to provide clarity and transparency.
